Biography

Mr. Robert Dumitrescu is a career diplomat and since 2017 deputy consul general at the Romanian Consulate General in Chicago and Acting Consul General between October 2023 and October 2024 being in charge with maximizing the bilateral Strategic Partnership at regional level between Romania and United States. Previously he was a part of the political section of the Embassy of Romania in Washington D.C. as counselor on NATO, political-military and strategic affairs, starting with April 2006. In this capacity he had a key role in the bilateral negotiations with US for military bases in Romania and for the Ballistic Missile Defense Agreement concluded in September 2011 together with the Joint Declaration for the Strategic Partnership for the 21st Century. He held the position of Head of Political Section (2013-2015) and then as acting Deputy Chief of Mission he was in charge of organizing the first high level bilateral meeting between the newly elected Romanian president and the US vice-president Joe Biden in mid-2015. Robert has expertise in a wide range of areas with a focus on security policy, transatlantic relationship and cooperative security, particularly in regard to Russian Federation, Black Sea and the Balkans. Before joining the Embassy of Romania in Washington D.C., Robert worked for one year in the Analysis and Policy Planning Department of the Romanian Ministry of Foreign Affairs where he was the senior director for political affairs advisor on transatlantic security policy issues such as the EU-NATO relationship and on cooperative security issues with Russia, Ukraine and Republic of Moldova. From 2001 to 2005, he served in the Political Section of the Permanent Mission of Romania to NATO Headquarters in Brussels, Belgium. He was actively involved in all the stages of Romania’s accession to NATO: Partnership for Peace, Membership Action Plan, invitee and ultimately, NATO membership, for which he received a Presidential commendation. He was the first Romanian representative in the NATO Political Committee, for several years, on issues related to Russia, Ukraine and crisis management, and in PrepCom format (Political Committee with Russia). Robert joined the Ministry of Foreign Affairs in 1999, when he started to work in the Security Policy Division focused on the top national foreign policy objective, the integration to NATO. He became shortly the coordinator of Planning, Analysis and Communication section of the Security Policy Division, dealing with NATO enlargement, the Membership Action Plan, and the shaping of the political strategy for NATO accession. A native of Bucharest, Romania, he earned his Law Degree in Juridical Sciences from the University of Bucharest (1997). He has also a MS in Business Information Systems from the Flemish University of Brussels and he received training on security and international relations at the George Washington University (Washington DC), European Centre for Security Studies “George C. Marshall” (Garmisch-Partenkirchen, Germany, 1999), National Defence College (Bucharest, 1998) and NATO Defence College (Rome, 2000).
