In 2018 the United States Congress established the US Quantum Initiative which resulted in the establishment of the Quantum Economic Development – Consortium led by SRI with over 250 paid members including many defence & security companies like Northrop Grumman, Lockheed Martin, Airbus, Raytheon as well as global universities and federally funded research & development centers. This presentation will propose that offset and offset obligors can accelerate the development of quantum computing by using offset obligations in partnership with countries, suppliers, companies and research institutes.
Mitch Butta is currently the Senior Corporate Director, International Industrial Engagement, Corporate Global Business Development Office (CGBDO) for Northrop Grumman Corporation. In this position Mr. Butta leads the corporate efforts in global industrial engagement with a focus on offset, industrial participation and global strategic partnerships and chairs the enterprise working group on industrial engagement. In addition, he has enterprise responsibility for the development and execution of Northrop Grumman’s Australia Global Supply Chain Program and is the US-based lead for all industrial engagement in Australia which is performed in close coordination with Northrop Grumman – Australia. Mitch is in his 40th year working at Northrop Grumman.
Prior to this assignment Mr. Butta performed a similar function for the Defense Systems sector which was preceded by an assignment as the Corporate Director, International Global Supply Chain with the primary role of leading the Australia Global Supply Chain Agreement as well as the establishment of the GSC international supply chain Center of Excellence (CoE). He aligned this activity in conjunction with the functional & country strategy and business requirements and delivered operationally efficient solutions and industrial participation projects across the globe. He held a variety of business development, program management and industrial engagement activities at Mission Systems for over 32 years before moving to the corporate office in 2016.
Mr. Butta joined the company in 1985 and has held a variety of positions related to international business. He supported the establishment of the first international electronic repair center in Singapore, held positions within several joint ventures first in Abu Dhabi under Westinghouse Gulf, was the FMS program manager on Longbow AH-64D Apache with Lockheed Martin and again with Lockheed Martin as part of a Polish joint venture related to the F-16. Mitch also served as the Director, International Operations, managing the Intelligence, Surveillance, Reconnaissance & Targeting (ISR&T) Division’s offset and industrial partnership activities. There he led the extensive industrial participation activities for the F-35 and was a key member of the team which collaborated with Mitsubishi Electric and Lockheed Martin to secure the selection of the F-35 in Japan.
Mr. Butta received his bachelor’s degree in computer science from the University of Baltimore, was a member of the Board of Directors of the World Trade Center Institute and previously held the position of Vice Chairman of the Global Offset and Countertrade Association (GOCA) and currently holds a seat on the Aerospace Industry Association (AIA) Offset Working Group.
