Biography

Jorge Aguilera serves as a Weapons Systems Policy Analyst within the Weapons Directorate of the Defense Security Cooperation Agency. In this capacity, he supports the agency on a variety of efforts including facilitation of the transfer of Non-Programs of Record solutions, offsets, improving U.S. competitiveness, supporting the U.S. defense industrial base, forecasting analytics, among others. Prior to joining the Defense Security Cooperation Agency, he served as a Regional Manager and the Defense Advocacy Coordinator in the Advocacy Center within the U.S. Department of Commerce where he led export promotion efforts in support of U.S. industry and U.S. competitiveness. In addition, he was the Advocacy Center’s liaison with the Departments of State and Defense on global security cooperation matters and served as the Secretariat of the Defense Advocacy Working Group. Prior to his time in the Advocacy Center, he served as an International Trade Specialist for the Office of Europe at the U.S. Department of Commerce where he supported the development and implementation of trade policy to resolve and mitigate market access issues hindering U.S. companies and the enhancement of the U.S. economic and commercial relationships with countries in Europe. Prior to his time at the U.S. Department of Commerce, Jorge Aguilera worked in the private sector with a focus on social and economic programs. He received a B.A. in Economics in 2007 and his MBA in 2012 from the University of Maryland.

Dean Vlahopoulos joined DSCA in 2012. As principal deputy he provides legal advice on issues related to international weapons procurement competitions, offset agreements, international agreements, legislation, and world-wide Foreign Military Sales issues. He previously served as an U.S. Army Judge Advocate. Previous assignments include Senior Legislative Counsel, Office of the Chief of Legislative Liaison, Rule of Law Coordinator, United States Forces Afghanistan, Staff Judge Advocate for the Criminal Investigations Task Force, Fort Belvoir, Chief Legal Advisor for NATO HQ Sarajevo (SFOR), Chief, Intelligence Law Branch OTJAG, Rosslyn, Virginia, Operational Law Attorney, HQ V Corps Baghdad Iraq, Officer-in-charge, Darmstadt Legal Center, V Corps, Germany, Chief of Criminal Justice and Trial Counsel, Fort Carson, Colorado. Prior to becoming a Judge Advocate Mr. Vlahopoulos served as a Military Intelligence Officer at the tactical, operational and strategic levels. His education includes: LL.M., Military Law with Contract and Fiscal Law Specialty, The Judge Advocate General’s Legal Center & School, Charlottesville, Virginia; J.D., University of Baltimore, Maryland. He also holds a Master’s degree in Business Administration from Boston University and a Master’s in Finance and Financial Law from The University of London (UK). He completed his undergraduate degree at McGill University in Montreal, Canada. He has been Awarded two Bronze Star Medals for wartime service in Iraq and Afghanistan. He holds numerous other decorations including the Legion of Merit, the U.S. Army staff badge and paratrooper wings. Recipient of the Association of the United States Army award for leadership excellence. Member of the Maryland Bar. His main hobbies include scuba diving and international travel.
