Adina Chilim-Dumitriu is a Partner with Nestor Nestor Diculescu Kingston Petersen (NNDKP), a leading Romanian law firm. She is a seasoned lawyer with over 27 years of professional experience, co-heading NNDKP’s Public Procurement and PPP and Corporate / M&A practices. She has been a Partner of the firm since 2004.
Adina is particularly experienced in providing advice on matters requiring technical knowledge and abilities such as the ones in the public procurement and defense fields. She assists both public and private companies throughout public procurement proceedings, as well as in connection with the implementation of publicly procured contracts. She has demonstrated exceptional expertise in the preparation and management of public procurement-related administrative and court claims, both in respect of the procedure result as well as in respect of the award documentation requirements.
She has in-depth expertise in structuring and negotiating public contracts: concession agreements, privatizations, sector specific agreements in the natural gas field, public procurement contracts and FIDIC contracts and has robust experience with commercial transactions and contracts structuring, drafting and negotiation.
She is also well versed in other sectors such as constructions, automotive, telecommunications and agriculture and has large exposure to other regulated industries, such as manufacturing of military and double use products, offset regulations, defense and dual use procurement. She has been involved in a wide range of projects in the defense field, including some of the most significant military procurement programs undertaken in Romania in the air, naval, land, and communications areas.
